Jakarta, suarabali.com – Mayjen TNI Tugas Ratmono seperti tak kenal lelah melakukan sidak (inspeksi mendadak) untuk memastikan pengelolaan Rumah Sakit Darurat Covid-19 (RSDC) Wisma Atlet Kemayoran, Jakarta Pusat, berjalan optimal. Bahkan, pada hari libur pun seperti Minggu pagi, 18 Oktober 2020, Koordinator RDSC Wisma Atlet tersebut mengunjungi bagian Unit Pengolahan Limbah.
Ada hal unik saat Mayjen TNI Dr. dr. Tugas Ratmono Sp.S, MARS, MH melakukan sidak ke Unit Sewage Treatment Plant (STP) alias Unit Pengolahan Limbah Domestik. Pegawai limbah STP rupanya belum mengenali orang nomor satu di Wisma Atlet tersebut. Sang pegawai limbah spontan bertanya kepada Mayjen Tugas, Bapak dari mana?
Maklum, pagi itu Mayjen Tugas tidak mengenakan seragam militernya sebagai jenderal bintang dua dengan jabatannya sebagai Kepala Pusat Kesehatan TNI. Ia memakai celana training hitam dipadu kaos coklat dan sepatu kets.
Unit Pengolahan Limbah Wisma Atlet terletak persis di belakang bangunan tower 2 Wisma Atlet Kemayoran. Posisi di bawah tanah dan ditutupi bangunan kecil, membuatnya paling terpencil dari semua bagian di RSDC Wisma Atlet. Orang tak menyangka di bawah tanah tersebut ada “kehidupan” dan ruangan yang cukup luas sebagai tempat pengolahan limbah.
Pegawai limbah bisa memasuki ruangan STP melalui sebuah lubang horisontal ukuran 1,5 meter persegi yang ditembok keliling setinggi 40 cm. Lubang ditutup dengan sebuah pintu besi mendatar yang bisa didorong vertikal sebagai pintu masuk. Terdapat tangga besi untuk petugas naik-turun sebagai jalan keluar masuk ruangan unit STP.
STP biasanya dijumpai pada pusat bisnis seperti gedung perkantoran, mal, maupun rumah sakit. Fungsi STP untuk mengolah air limbah agar tidak mencemari lingkungan.
Nah, Mayjen TNI Tugas Ratmono rupanya ingin mengetahui langsung pengelolaan limbah Wisma Atlet. Sebagai penanggung jawab RSDC Wisma Atlet, ia ingin operasi Rumah Sakit Darurat Covid-19 Wisma Atlet berjalan sempurna.
Salah satu saja bagian RSDC mengalami persoalan, penanganan pasien Covid-19 bisa terganggu. Tentu pengelolaan limbah di RSDC yang dihuni ribuan orang harus juga berjalan sempurna.
Saat di pinggir lubang masuk unit STP, Mayjen Tugas berjongkok dan melihat ke arah bawah. Ia memanggil-manggil pegawai limbah STP. Sesaat kemudian sosok pegawai limbah dengan topi merah menyembul dari balik tanah dengan menaiki tangga besi. Mayjen Tugas bertanya apa gerangan yang sedang dikerjakan.
“Ngontrol limbah Pak,” jawab pegawai limbah.
Mayjen Tugas melanjutkan pertanyaan apakah ada masalah dan seberapa luas Unit STP. Pegawai limbah yang merasa kaget justru balik bertanya, “Bapak dari mana?”
“Saya Koordinator Wisma Atlet,” jawab Mayjen Tugas.
Dialog berlangsung sangat singkat dan seketika berakhir saat Mayjen Tugas menanyakan apakah sang pegawai limbah sudah menjalani tes swab. Bukannya menjawab, sang pegawai limbah mengambil langkah seribu dengan cepat menuruni tangga dan menghilang ke dalam lorong. Entah bingung atau takut dites swab.
Mayjen Tugas memang memberlakukan aturan wajib dan rutin tes swab bagi petugas dan orang yang bekerja di RSDC Wisma Atlet tanpa terkecuali. Tujuannya, agar penanganan pasien Covid-19 membuahkan hasil menggembirakan.
Ditinggal pergi pegawai limbah, Mayjen Tugas tersenyum dan berbincang-bincang dengan Kolonel TNI A. Kholik, Koordinator Sekretariat RSDC Wisma Atlet yang ikut sidak. Sejurus kemudian, keduanya beringsut ke arah taman samping tower 2 yang menjadi tempat para petugas RSDC Wisma Atlet bersantai.
Tampak Mayjen Tugas memberikan arahan pada Kolonel A. Kholik. Sang Kolonel kemudian berjalan menghampiri sekitar 10 petugas medis yang tengah duduk bersantai di bangku beton ukuran jumbo.
“Duduknya lebih renggang, ya,” pinta Kononel A. Kholik mengingatkan para petugas medis yang tengah bersantai.
RSDC Wisma Atlet memiliki catatan gemilang dalam menjaga para petugas medisnya. Tak ada petugas medis RSDC Wisma Atlet yang mengalami kematian akibat merawat pasien Covid-19 yang jumlahnya hingga kini 21.794 orang. Padahal, di berbagai rumah sakit di Indonesia, jumlah dokter yang meninggal terkait penanganan Covid-19 mencapai angka yang mengkhawatirkan, 136 dokter berdasarkan data Ikatan Dokter Indonesia (IDI).
Mayjen Tugas melanjutkan sidaknya ke gerbang keluar-masuk area zona merah di belakang tower 3. Orang harus menggunakan Alat Pelindung Diri (APD) lengkap jika memasuki area zona merah. Keluar dari zona merah, terlebih dulu harus dipastikan steril dari virus Corona dengan melalui unit sterilisasi. Maka posisi gerbang sangat vital, sehingga dijaga beberapa petugas keamanan dari unsur TNI dan Polri.
Mayjen Tugas menilai fisik gerbang keluar masuk zona merah kurang memadai, karena hanya terbuat dari sebatang palang besi mendatar setinggi 1 meter. Buka-tutup gerbang dilakukan petugas pengamanan dengan menarik tali dari pos pengamanan yang jaraknya sekitar 5 meter dari gerbang.
“Gerbang ini harus dibuat lebih rapat, bukan hanya palang besi seperti ini,” kata Mayjen Tugas kepada Kolonel A. Kholik dan tiga petugas yang berjaga di pos keamanan.
Dengan hanya palang besi, Mayjen Tugas khawatir ada orang yang lolos keluar-masuk zona merah tidak sesuai prosedur, sehingga membahayakan penanganan Covid-19 di Wisma Atlet.
Tak berhenti, Mayjen Tugas meneruskan sidaknya ke tower 3, tempat penginapan para petugas. Saat hendak melewati para petugas keamanan yang berdiri memberi hormat pada sang jenderal, Mayjen Tugas berhenti sejenak. “Sudah tes swab belum?” kata jenderal TNI bintang dua ini.
Petugas keamanan menjawab mereka belum menjalani tes swab. Koordinator Wisma Atlet tersebut meminta petugas keamanan ke lantai 2 untuk menjalani tes swab. Tes swab kini menjadi prosedur standar untuk mengetahui orang terinfeksi virus Corona atau tidak.
Mayjen Tugas Ratmono meski menjabat sebagai orang nomor satu di RSDC Wisma Atlet, tak segan blusukan ke berbagai sudut Wisma Atlet yang terdiri atas 10 tower di areal seluas 10 hektare. Wisma Atlet difungsikan sebagai RS Darurat Covid sejak 23 Maret 2020. Saat ini empat tower, yaitu tower 4,5,6, dan 7 digunakan untuk merawat pasien Covid-19 dari yang tanpa gejala, gejala ringan, hingga gejala sedang. Sedangkan tower 1,2, dan 3 digunakan untuk manajemen, administrasi, dan tempat penginapan para petugas.
“Sidak di hari Minggu membuat kita bisa melihat celah-celah yang harus diperbaiki dalam pengelolaan RS Darurat Covid Wisma Atlet ini,” cetus Mayjen Tugas.
Giatnya Mayjen Tugas melakukan sidak tak lepas dari pengalaman mendalam tentang pengelolaan rumah sakit. Maklum, ia lama bertugas di Rumah Sakit Pusat Angkatan Darat (RSPAD) Gatot Subroto dengan sederet jabatan seperti Ketua Komite Medik, Direktur Pembinaan dan Pengembangan (Dirbinbang), dan Kepala Departemen Saraf.
Gelar akademisnya juga berderet. Mayjen TNI Tugas meraih gelar dokter dari Fakultas Kedokteran UGM. Spesialis saraf diperolehnya dari Fakultas Kedokteran UI tahun 2002. Sedangkan gelar Doktor disabet dari Paska Sarjana Universitas Hasanuddin tahun 2016.
