Jakarta, suarabali.com – Kementerian Dalam Negeri (Kemendagri) melakukan berbagai terobosan baru untuk memperbaiki kualitas layanan pemerintahan. Salah satu layanan yang menjadi atensi Kemendagri adalah layanan administrasi kependudukan.
Ditjen Dukcapil membuat inovasi agar masalah kelambatan pembuatan KTP elektronnik, kartu keluarga, akta kelahiran, surat pindah dan dokumen lain bisa teratasi. Untuk menjawab masalah tersebut, Ditjen Dukcapil Kemendagri meluncurkan layanan pencetakan dokumen secara mandiri oleh penduduknya dan Anjungan Dukcapil Mandiri (ADM).
Dengan ADM tersbut, masyarakat dapat mencetak dokumennya sewaktu-sewaktu. Hari libur pun bisa dan tidak terikat wilayah administrasi. Tidak perlu lewat calo dan dipastikan tidak akan ada pungli. Pada tahun 2020 ini direncanakan akan dipasang 144 ADM di Indonesia.
Menteri Dalam Negeri Muhammad Tito Karnavian berkomitmen memberikan bantuan mesin Anjungan Dukcapil Mandiri (ADM) bagi pemerintah daerah berprestasi. Hadiah berupa mesin ADM ini sebagai bentuk apresiasi Kemendagri lantaran Pemda yang bersangkutan, misalnya, telah menuntaskan hibah daerah dalam rangka menyukseskan penyelenggaraan Pilkada Serentak atau juga karena mendorong peningkatan kualitas layanan administrasi kependudukan (Adminduk).
ADM adalah sebuah alat atau mesin seperti ATM yang mampu mencetak 24 jenis dokumen kependudukan. “Mesin ATM” dokumen kependudukan ini disebut-sebut sebagai salah satu terobosan penting Kemendagri untuk mendigitalisasi layanan kependudukan. Setiap ADM mampu mencetak Kartu Tanda Penduduk elektronik (KTP-el), akta kelahiran, hingga kartu keluarga dalam hitungan menit. ADM ditempatkan di tempat keramaian dan tidak boleh di kantor Dinas Dukcapil.
“Mesin ADM ini nantinya dapat mencetak KTP-el misalnya, itu dalam hitungan 2 menit paling lama,” kata Tito.
Semangat apresiasi itu pula yang diusung saat dirinya mewakili Mendagri Tito Karnavian menyerahkan secara resmi mesin ADM kepada Walikota Depok Mohammad Idris di pusat perbelanjaan The Park Sawangan, Depok, Jumat (25/9/2020).
Mesin ADM sebagai hadiah Kemendagri atas kerja keras dan kerja cerdas Dinas Dukcapil melayani keperluan administrasi kependudukan masyarakat Kota Depok.
“Hari ini saya turut berbahagia, sekaligus berterima kasih kepada Bapak Walikota Depok Mohammad Idris yang terus mendorong peningkatan kualitas layanan Dukcapil. Terima kasih juga dan apresiasi saya kepada Kadis Dukcapil Kota Depok Ibu Nuraeni Widayatti yang terus bekerja keras melayani masyarakat,” kata Dirjen Zudan dalam sambutannya.
Kemendagri bekerja sama dengan PT Sinergi Nasional Rakyat Indonesia untuk mengimplementasikan ADM di Indonesia. Yang menarik, kata Zudan, kerja sama ini sama sekali tidak menggunakan dana APBN, tetapi dengan sistem kolaborasi hibah pinjam pakai.
“Jadi, mesin ADM dihibahkan dipinjampakaikan oleh pihak ketiga untuk dipakai oleh Kementerian Dalam Negeri. Kemendagri kemudian melanjutkan ADM ini kepada kabupaten/kota yang dinilai berprestasi,” katanya.
Zudan menyampaikan mesin ADM ini boleh dipakai selamanya asalkan dimanfaatkan sebesar-besarnya bagi masyarakat dan yang terpenting dirawat dengan baik.
“Bila kertas HVS-nya dan toner habis harus diisi kembali. Bila blanko KTP-elnya habis juga harus diisi lagi agar terus bisa melayani masyarakat yang membutuhkan,” kata Zudan.
Mesin ADM ini didesain untuk bisa dipakai oleh semua lapisan masyarakat Indonesia dimana pun. Misalnya, kata Zudan, warga Banten KTP-elnya hilang di Depok bisa mencetak ulang di ADM yang ada di mal tersebut.
“Kami terus mendorong agar seluruh lapisan masyarakat mendapatkan layanan terbaik bidang administrasi kependudukan (Adminduk) dari kantor Dinas Dukcapil,” kata Zudan.
Begitu pun warga Yogyakarta yang sedang kuliah di Depok, bila memerlukan akta kelahiran karena akta kelahirannya hilang di Jogja bisa mengurus via online dari Depok ke Jogja dan mencetak akta kelahirannya di Depok melalui ADM ini.
“Inilah terobosan Kemendagri. Pak Mendagri Muhammad Tito Karnavian sangat mendorong ADM ini tersedia di setiap daerah. Jadi, pelayanannya dipermudah. Orang dari manapun bisa mencetak dokumennya di manapun,” jelas Zudan.
Dia juga mendorong agar ADM bisa dipasang di bandara dan stasiun kereta api, sehingga masyarakat akan semakin mudah mengakses ADM untuk mengurus dan mencetak dokumen kependudukannya secara lebih cepat. Masyarakat tidak perlu mengurus dengan mendatangi kantor Dinas Dukcapil.
