Klungkung, suarabali.com – Gubernur Bali Wayan Koster berencana membangun kawasan Pusat Kebudayaan Bali di bekas lahan galian C Gunaksa, Kabupaten Klungkung. Rencana ini telah dikonsultasikan secara publik di Balai Budaya Ida I Dewa Agung Istri Kanya, Senin (16/11/2020).
Dalam pemaparannya, Wayan Koster menjelaskan kawasan Pusat Kebudayaan Bali yang berlokasi di bekas lahan galian C Gunaksa semula merupakan wilayah yang rusak, tergenang, dan terbengkalai pasca Gunung Agung meletus pada 1963. Lahan persawahan yang subur tersebut tertutup aliran lahar dingin Gunung Agung lebih dari 300 hektare.
Sejak tahun 1963 hingga 2002 wilayah tersebut (Pesisir Tangkas, Gunaksa dan sekitarnya) menjadi lokasi penambangan galian C. Pada tahun 2002, penambangan pasir tersebut menyebabkan lingkungan wilayah Pesisir Tangkas, Gunaksa dan sekitarnya rusak. Banyak kubangan dan menjadi sumber penyakit, kriminal serta menjadikan perizinan penambangan galian C ditutup Pemkab Klungkung.
Sehingga, pada tahun 2002 hingga 2017, wilayah Pesisir Tangkas, Gunaksa dan sekitarnya menjadi lahan kosong yang terbengkalai. Bberapa gagasan untuk pengelolaan wilayah tersebut juga gagal. Bahkan pada tahun 2017, erupsi Gunung Agung yang mengalirkan lahar dalam jumlah yang besar menyebabkan wilayah galian tersebut semakin tidak bisa dimanfaatkan.
“Oleh karena itu, kita harus melakukan upaya perlindungan dan menata, sekaligus mengembangkan wilayah ini menjadi bermanfaat untuk masyarakat Bali dan Klungkung khususnya,” kata Koster.
Gagasan yang dilontarkan Koster tersebut disambut tepuk tangan oleh masyarakat di Desa Tangkas, Desa Jumpai, Desa Gunaksa, Desa Sampalan Klod, Desa Gelgel, dan tokoh masyarakat di Klungkung.
Saat ini wilayah Pesisir Tangkas, Gunaksa dan sekitarnya telah ditetapkan dalam Perda 3/2020 menjadi Kawasan Strategis Provinsi sebagai Kawasan Pusat Kebudayaan Bali.
Koster juga menjelaskan, untuk mewujudkan Pusat Kebudayaan Bali, Dinas Pekerjaan Umum, Penataan Ruang, Perumahan dan Kawasan Permukiman Provinsi Bali telah menetapkan lokasi pembangunan kawasan Pusat Kebudayaan Bali dengan luas mencapai 334, 62 hektare yang terdiri dari pemukiman Desa Tangkas Eksisting sebanyak 11,19 hekatre, Penlok Tahap I seluas 110,31 hekatre, dan Penlok Tahap II dengan luas 213, 12 hekatre.
“Secara konsep perencanaan, ada 3 konsep, yaitu konsep utama Pembangunan kawasan Pusat Kebudayaan Bali dengan merencanakan tempat yang dapat menjadi inventarisasi warisan kebudayaan masa lalu diintegrasikan dengan kebutuhan pengetahuan dan teknologi masa kini, dan masa yang akan datang. Sehingga, nilai-nilai luhur budaya dapat terwarisi secara berkelanjutan,” papar alumni ITB yang telah menerbitkan Perda Nomor 4 Tahun 2020 tentang Penguatan dan Pemajuan Kebudayaan Bali.
Selanjutnya, dalam konsep pembangunan terdapat edukasi, konservasi, rekreasi, dan pembangunan ramah lingkungan yang berkelanjutan dan pembangunan tTerintegrasi berbasis IT. Ada juga konsep infrastruktur terintegrasi dan ramah lingkungan dengan adanya perhubungan darat (jalan, kereta LRT, & AR), perhubungan laut (Pelabuhan Gunaksa, Marina), dan pengembangan infrastruktur yang aman dan ramah lingkungan.
Koster juga menegaskan, dalam masterplan pembangunan kawasan Pusat Kebudayaan Bali mengusung konsep Tri Mandala & Sat Kerthi, yang terdiri dari Wana Kerthi dengan pembangunan taman hutan raya dan taman rekreasi.
Danu Kerthi dengan pembangunan danau serta estuary dam. Untuk Atma Kerthi, terdapat bangunan catus patha. Jagat kerthi terdapat bangunan panggung terbuka. Sedangkan Jana Kerthi ini merupakan Pusat Kebudayaan Bali dengan memiliki area pendukung lainnya dan Segara Kerthi merupakan laut dan marina.
